Hello, if you stay in Baden-Württemberg for one month only, you can obtain a fishing license without exam ("Fischereischein"). If you stay longer, which you do, you have to take teaching lessons and an exam first, which is about 150 € and takes some weekends. Without fishing license, you are not able to buy guest cards (or day cards, or "Angelkarten"). If that is too much fuss for you, you can go to fishing ponds, where you can fish some trouts and pay for them. You won´t need a license here, but the thrill is not the same (we call it Forellenpuff or trout brothel). But given the short time of your stay, this might be the best solution for you.

let me mention that our courses and examination for the fishing licence is only executed in german language and only two times in one year.
(May and November)
Before you can take the examination you have to complete a course over 30 hours, This is obligation in Germany.

If you are member of american forces, you can get a fishing permit without the course.

Mostly trouts and chars, at least in Ermstalfischerei which is the only one I know. Maybe there are some with carps?
Yes we have lots of regulations here but, as you noticed, that keeps the lakes and rivers from being overfished, at least in theory...
